I own a cab co. One Choice Cab. I use Reber & Foley all the time. In my line of work I need to make sure that my cab's are in working order at all times. I have never had an experience like the one you portray. Nor has anyone that I know that has gone to Reber & Foley.

1“I had failed my IL emissions test, and received a booklet of repair shops from them, it had Reber & Foley Service Center listed as a grade "A" repair shop, and since I recently moved to St. Charles I thought I'd give them a shot.” In the state of IL, they give you 90 days after your car fails emissions test to get it fixed.
2Your car has to fail 3 time in order to get your license suspended if you spent $513.51. you would qualify for a waiver and you would not have your license would not have been suspended.
“Q. How can I qualify for a waiver?
A. A waiver may be issued by a Customer Service Representative at a full-service test station if all of the following requirements are met:.
The vehicle has failed the initial test and at least one retest;
The vehicle has received all repairs and adjustments for which it is eligible under any emission performance warranty provided under federal law;
All of the vehicle's emission control devices are present and appear to be properly connected and operating;
An expenditure of at least $450 in emissions-related repairs has been made (exclusive of any repairs related to tampering);
The repairs were performed by a recognized repair technician (for 1981 and newer model-year vehicles);and,
Evidence of repair is presented, consisting of either (i) signed and dated receipts identifying the vehicle and describing the work performed and the amount charged for the eligible emission related repairs or (ii) an affidavit executed by the person performing the eligible emission related repairs.”

“The Repair Shop Report Card (Report Card) is an indication of a shop’s ability to diagnose and repair vehicles that have not passed the emissions test. Each shop listed has a grade based on their ability to repair emissions systems. The grade is based on emissions repair data and is calculated by dividing the number of successful emissions-related repairs by the total number of emissions-related repairs done. Shops must have at least five emissions repairs during six months and achieve a success rate of 75% or greater to appear in the Report Card. They are assigned a letter grade (A=93-100%, B=84-92%, and C=75-83%). The report is updated quarterly. Shops are listed by grade, followed by number of repairs.”

You can clear the error codes by simply Using a scan tool, a scan tool tells you what codes you have... Or, disconnect your battery, turn on the headlight switch for about five to ten minutes, and re-connect the battery.
5. The cost of a part does not mean that it is easy to replace. Also thins get fixed in a sequence, as well as stop working in the same manner. If you want a ride in my cab, it will cost money because of my my cost...
Listed as a grade "A" repair facility, but I give them a C. – I had failed my IL emissions test, and received a booklet of repair shops from them, it had Reber & Foley Service Center listed as a grade "A" repair shop, and since I recently moved to St. Charles I thought I'd give them a shot.
So, I made an appointment and took my car in on Saturday morning, armed with the paperwork from the emissions testing facility listing the error codes that had resulted in my vehicle failing the emissions test. Initially I was very impressed by the shop. Joe was very professional and the shop has a long history, evident from the various pictures on the wall of the shop throughout the years, probably dating back to the 50's or earlier, it has a certain charm that most newer facilities nowadays just don't have.
After waiting about 3 hours (I was expecting the wait, so it wasn't a big deal), I was told that they would have to order parts, so I'd have to have to come back the following Saturday, that's how long it would take for the parts to arrive, and I had to use the car for work anyway, so it worked out...
The following Saturday I arrived at the shop, had to wait about 30 minutes for the parts, which hadn't arrived at the shop. So I spent another 3 hours on a Saturday there, didn't have a choice...I was running out of time, if I didn't get my car repaired and passed the emissions test, my license would be suspended, so I had to deal with it. The repairs including labor and parts came out to $413.71, a reasonable price, about what they quoted, and consistent with what I had paid Pep Boys 2 years earlier for repairs for my last emissions test (It took Pep Boys 1 day, fast and easy) So far, I was satisfied, with Reber and Foley. Their customer service seemed very professional and the technicians were friendly.
However, then things went south...after the repair work was done, I was told that I would have to drive my car for a few days, I was told it would take a few days of driving to clear the error codes, and then come back for them to do a diagnostic on the car, then they would sign off on the paperwork for the emissions testing. Okay, no big deal, I had 2 weeks left to pass the test. So I drove the car for 5 days and went back to the shop on my way home from work; the check engine light was on and my heater wasn't working. The technician told me there was a new error code and since it was Thanksgiving eve and they were about to close, I'd have to come back on Friday. Great, more bad news.
So Friday I drop the car off at 9:30am, I wasn't going to wait for it this time around; at about 5pm later that day I got a call to pick up my car, they were done. Now here's where my experience with the Reber and Folely Service Center soured. It turns out they had to replace a fuse (listed on the invoice costing $1) However, they also charged me 0.75 hours for labor which came to $70.50, and an additional $28.20 for diagnosing that my blower doesn't work (A fact that I already knew and had told them that my heater wasn't working) if I wanted it repaired, I'd have to order parts, and come back on another day. So, my cost was $413.71 for the first repair, and $99.80 the second repair for them to change a $1 fuse and tell me that my heater was broken. Total cost to me, $513.51.
I don't understand how they had missed the fused problem the first time they did a diagnostic on my car and repaired it. If my car had been repaired and diagnosed correctly the first time, I wouldn't have had to pay the additional labor and diagnostic fees!
I had planned to wait a month and have them change my timing belt and water pump, which they had quoted $700 for labor and parts, but I think I'll have Pep Boys do it. They may charge more, but I won't have to deal with any b.s.
