Sample Stephen Starr cuisine without paying Stephen Starr prices at Franklin Square’s takeout-only food concession stand. Yes, it is a concession stand and yes, it is a Stephen Starr restaurant. As of summer 2009, the two ceased to be mutually exclusive when Starr partnered with Historic Philadelphia Inc. to operate Franklin Square’s lone food kiosk. With a basic food menu of burgers, hot dogs and fries, there’s nothing to distinguish it as a Starr property--no sign, no Kobe beef sliders and no creative cocktails--but the dessert menu, with its complicated sundaes, reassures Starr devotees that their idol hasn’t totally started slumming it. Despite the lack of the restaurateur’s signature martinis, there’s still quite a drink list--from homemade lemonade to a Tastykake-laden milkshake--that promises to lure foodies, especially those of the shorter-than-four-foot variety who frequent parks boasting carousels, mini golf courses and playgrounds.
