I was a tenant for 3 years and 3 months and not once was I late on my rent. The apartment on Roanoke Parkway wasn't the best but it was manageable. What made living there a bad experience was when Celtic Property took over right after my 1 yr contract was renewed.
While I was a tenant I recorded and documented over 30 emails and over 75 phone calls (including text messages and pictures and yes, all in 1 yr) about issues with my apartment - non of which were drastic enough to make we want to move except for an AC that took 4 months to fix. At one point I was told my apartment was hot because my shades weren't dark enough and too much light was getting in.....really? What about the warm air my unit was blowing out....?
It has been over 75 days since I have moved out and I have yet to receive my deposit. The property manager for my building was Callie Chace. She has told me several times that the check is in the mail. Twice I've gone into the office and asked for my check but they refused to give me one saying that "the bank issues checks" and that they "can not write checks from the office."
Further, when I spoke to the women who tells the bank to issue me a check, she told me that she had never given the bank the information they needed about me to issue me a check. So when Callie told me that 2 different check were sent out, was she lying? I'm led to think so because after 75 day I am still without my check - and yes, they have my current address.
However, within 30 days of me moving out, by law they were required to return my deposit or tell me why it would not be returned. Phone calls and messages to Hunter Richardson, whom I'm told it the "boss boss," have not been returned after 3 days of reaching out to him.

I can go on but what's the point? My advice to anyone thinking about renting a place where Celtic Property Management is the property management company, don't. Turn around and RUN!
Celtic Property Management does not conduct business in an ethical manner, they are not concerned about the condition of tenant's apartments or about properly addressing issues the first time (my fridge was "fixed" 4 times before it was truly fixed and leek in the ceiling wasn't fixed, just patched).

ADVICE-DO NOT RENT FROM CELTIC PROPERTY MANAGEMENT-SLUMLORDS – Since I moved into this sh*thole of an apartment I have had nothing but issues, appliances were a different color than when I looked at the apartment, they made me sign the lease at the leasing office, should have known that was weird, the apartment wasnt ready, no shelves in fridge, issue with roaches (and im clean!) they want me to pay for my own pest control in between quarterly treatments, how can roaches be here already i just moved in, lights not put up, sink knobs loose, and they havent come to fix barely any of it, there is more just not enough time to list, staff is rude, especially the larger woman in the office cant remember her name, she thinks she is large and in charge, rude on the phone its ridiculous, please take it from me and go somewhere else.
Worst experience with a leasing office ever! – Today I had the worst experience as a renter in my entire life. I have been a tenant at Celtic Properties for three short weeks. I will give you a play by play of my interesting yet painful three weeks.
We toured the apartment from a woman named Lindy. She told us about the place and we applied. I was never able to get a hold of Lindy and I had to refax many pieces of paperwork due to their lack of organization which I soon found out is a reoccuring problem for their office.
On Celtics website the deposit fee is listed at $150.00. When we arrived it was all the sudden $250.00
We were given the apartment and when we went to do paperwork we were told Linday was no longer employed there and we would speak to them from here on out. We brought cash to pay deposit and first months rent when we were told to do money orders. We had no problem but were confused since we had been told cash was acceptable.
For our first months rent I put my roommates check and my half of the cash in an envelope and dropped it through the front dorr Sunday Dec. 4. It was labeled rent in big letters with our names and addresses. I could see through the glass window it landed on many other rent envelopes.
A week and a half later we were told we had three days to move out. There was a piece of paper on the back door we literally fell onto while taking the trash out. We never recieved one phone call from the office about anything,
I was all the sudden told about a no cash policy and you would think that someone would have called right away the following Monday when cash was found to let me know I needed to pay some other way. I never recieved any phone call and my roommates check was never cleared. We gave them check numbers, date and time rent was dropped off.
Which leads me to believe someone in the office got a nice little $288 doller x-mas bonus, It really shocks me to see people these days who are able to do things like this. We are two students who work very hard for our money and live quite frugally. I am nervous now and cant wait to get out of this lease knowing that someone in their office took advantage of us.
Celtic properties is not a good company to do business with. They are extremely unorganized and they stole from me. My envelope did not grow legs and walk out. The bottom line is my money was put in their office and then was never seen of again.
I highly urge you to never, NEVER live with Celtic Properties,!

Worst Place I've Ever rented – Hated it Worst place I have ever rented!!! There is an office in my building I was told to pay rent at, over the course of the year they lost 3 checks in that office. Now they say that office should never be used. Idiots! Abrassive on the phone. Told me I wasnt paying as much as I could be!! $535 is what I pay and she said it was worth $560 (Lease said $535) Lots of people here that belong in the unemployment line.
WORST EXPERIENCE EVER – I will never ever rent from Celtic Properties again. Like the other reviewer says, NOTHING EVER GETS DONE. And let's hope your Central Air doesn't go out! If it does they will just give you one small window unit and shrug when you ask how you are supposed to even stay semi-comfortable in 104 heat on the top floor with a window unit made for a closet? So watch as your apartment, the one you pay rent on each and every single month, falls apart in front of you and all they do is say "we're looking into it!". Here's just a short list of the things I have had to do for myself since Celtic Properties came to manage my building. 1. Buy, set up and dispose of Mouse Traps on a Daily Basis - Clean Mouse Droppings from cupboards regularly (they're coming in through a hole that Celtic Doesn't seem concerned about fixing) 2. Buy my own window units. Top Floor of old building? Well consider buying all your own window units because the "owner" will refuse to fix your existing central air and instead give you a small window unit meant for a closet and tell you to suck it up. 3. Caulk my own bathtub. I had mold beginning to grow all over the place in the bathroom because of inadequate ventilation. They saw it, said they were going to come over and fix it and then never returned. I started having a bad reaction to the mold so I tore the caulk out and replaced it. 4. Seal wall cracks. When I showed the maintenance people the cracks in the outside walls of my apartments that were letting in hot and cold air they shrugged and said it's an old apartment what do I expect. So I went out and bought insulation to fix all the cracks. 5. Ants Ants Ants! 6. We stopped getting mail now. Our mailboxes DO NOT LOCK. Finally the Master box stopped locking and now the Mailman won't even come out. We have to get our mail at the post office from now on! Now you're probably thinking, hey, this is a landlord we're talking about here, they're supposed to be a pain in the ass sometimes. I've had landlords, quite a few actually. This is truly as close to a SLUMLORD as I have ever gotten.
