I was renting a tiny apartment in Norwich, NY. Have been waiting to get my security deposit for about a month. Got it today - they took 85$ for Cleaning. Ridiculous! I kept the apartment in meticulous condition. Plus I got a new toilet seat and new curtains before I left. What do I do now? I feel it's unfair to take my 85$ for some fictitious cleaning. Scumbags.
WORST RENTAL EVER. i have had nothing but issues since i've lived here.
first it was dead birds falling out of the roof onto my porch as there were too many to count coming and going out of the flashing. sall's solution...to put chicken wire over the opening so they couldnt get in..or out for that matter..lasted about 2 days and changed nothing.
i had an outlet that would spark whenever you plugged something into it so i stopped using it. with nothing plugged in, it would still visably send off sparks. it took quite a while for someone to come fix it and when they did it was a surprise that it didn't catch my whole apartment on fire.
when i moved in, under my kitchen sink was absolutely disgusting. it seemed like there had been a leak at some point and the board had become moldy and warped. there was once a garbage disposal hooked up and was now disconnected, but the whole set up was exposed, including fiberglass insulation. they came and removed the board saying that they would cut a new one to replace it. now that there is several rodent droppings and ancient bug traps that were under the board showing. i had to clean all this out and to this day, at least 5 months later, they still have yet to replace the missing board. i have not been able to use this space ever.
upon moving into the apartment i was told that there would be a airconditioner provided. there is a spot setup in the wall for a ac unit to be, but there was no ac. in the dead heat of summer, i had to call and beg everyday for them to install something. after a month, they came with a ac unit too small for the opening and put cut up (not measured) pieces of foam around it just to cover the gapping hole. stating that they would come back and make it more 'appealing' and seal it off better. to this day i have this thrown together crap around my ac in my living room...looks great! NOT!
and now that it is winter, ive had to turn my heat on alot more than i should because the ac is not nearly as sealed off as it should be. theres a steady draft coming in all my windows and from under my kitchen sink as well. and now theyre screwing around with pipes in the basement and i DONT HAVE HEAT AT ALL.
NOT TO MENTION...4 days ago i came home and couldnt take a shower because there was NO HOT WATER. there was no memo on my door and no messages on my phone that they had taken out the hot water heater for the whole complex. i called and they told me 'there should be luke warm water'. like they knew about this and luke warm water should be okay for many people to live with. too bad luke warm is ice cold in this case. i have called multiple times everyday for them to do something about the water and the heat and was told tonight that i am bothering them and they already know. the message was passed on for them to not call me back....FROM THE OWNER!!!!! i have still yet to have hot water or heat for that matter. 30 degrees inside is comfortable....NOT!
and dont even get me started on the late fees....absolutely ridiculous! and if ur not careful, they'll try to charge you double, sending you multiple bills in the mail the same day with past dates on them.
sall associates is a CROCK OF SH*T. i would never in a million years reccomend them to anyone. easily the worst property rental agency ever.
EXCESSIVE LATE FEES – There isn't a rating low enough to rate this pathetic company. My son and 14 other Binghamton University Students. They split the rent evenly among them.
The lease states that there will be a 10% late fee on any rent that is received after the 6th day of the due date. Sall associates is calculating the late fee based on the total rent of $5625. So if 1 person is late (which is what happened with my son) they will charge you $562.50 regardless of the fact the the remaining balance of the rents were paid on time! I can't believe that they have been ripping students off like this and getting away with it. Not only did they do that, they tried charging us a $187 late fee stating the rent check was late. Thank god I was able to obtain a copy of the cancelled check. Turns out that they processed my check and it cleared on January 4th, but they tried saying that it wasn't received until Jan 7th!. So they also have questionable accounting practices and I think that this company should be investigated. I plan on contacting the NYS Attorney Generals office. Don't rent from them!
Good Experience – I've only had good experiences with Sall Associates. They are easy to deal with and respond to calls promptly. (to the guy with the bed bug: there's been an epidemic of bed bugs in this country this past year, any exterminator can tell you that, and its not a landlord's fault!)
Bed Bugs, Leaks, Psycho Employee's – I moved into my apartment May 31st. Within the first few weeks I started getting bug bites that didn't go away and itched like crazy. The apartment itself didn't come furnished, but I had requested a bed until I could buy one of my own.
One day I was laying in my bed, looked over, and saw a bug staring at me. After googling pictures of different kinds of bugs it hit me....bed bugs! I freaked the f*** out, called Salls and had them remove the bed immediately.
I brought the bug itself to Sall's in a plastic zip-loc bag to show and prove to them that they had given me bed bugs. The head of maintenance refused to acknowledge what it was, and when I started to get angry, demanding to speak with someone else, he picked up my bag, threw it in the garbage, and walked out. After raising holy hell, I spoke with the owners son who waived my rent for the month and agreed to fumigate my apartment, IF i signed a piece of paper saying they were not responsible for the infestation.
Fast forward two months, lost sleep, hundreds of dollars with of laundry, lost bedding and missed work. I'm cleaning out boxes on my porch before the last treatment (just in case) and I see a full grown bed bug. I hadn't seen one in forever, so as I was taking them outside I asked the upstairs neighbors if they had experienced any trouble with bugs. They casually mentioned also having bed bugs, but having it under control.
The next day when the exterminator arrived I told him what had happened, so he went upstairs to investigate. Turns out these scum-bags have an infestation so bad they literally have piles of bed bugs in their f***ing apartment!!!!!!!!!!!!!!!!!!!! The bugs have since been crawling in my windows, and vents, I've had to seal off my porch and am living like a nomad with half of my posessions in bags, and ALL of my clothes in my car.
This is not to mention my pipes that won't drain, the rain leaking through the roof and the fact that my power has blown out three times since I moved in. Once, I had to wait 5 hours for someone just to come flick my god d**** power on.
Seriously? I fully intend on reporting them to the housing authority, and their head maintenance guy as well. He is literally a psycho, every time I talk to him I have no idea what he's saying between passive-agressive remarks and mumbling.
These people are Slum Lords.
Took Them To Court – I just had to take Sall Associates to court over my security deposit.
Slum lords who take advantage of the young, inexperienced or less fortunate.
Do not--I repeat DO NOT--rent from Sall Associates.

SALL Associates is WRETCHED, and APPALLING – 33 Leroy.....NO don't sign it.... Sall Associates are dishonest and wretched realtors. They rent substandard housing under the guise of "Student Housing."
The furniture that they provided looked as it was pulled from the road side, the couch gross and it looked like it even have blood stains in it (for the record I don't know what the stains actually were). One of the desk chairs were extremely dirty and had countless cigarette burns. Initially they were adamant that nothing was wrong with the furniture.. This is strange because when they eventually moved some of the furniture out they put it in the pile for garbage collection. If it was so good, why didn't they keep it?
They were other problems, the main entrance door lock and our apartment door were in poor condition. I cut my self several times trying to open the door because it would get stuck and I had to try to turn it very hard. One time my roommate got stuck outside in frigid weather because the locks would work. We complained several times and they were slow to actions or said that there was nothing that could be done.
The carpet on the front steps were torn and there was a big hole in the concrete at the front. This was very dangerous as sometimes my heels would get caught on them. Also the ceiling of the porch was in shambles and had creatures building nests in it. In the first days of moving in there were fungi growing in floor cracks of the bathroom of the place they said was so- called clean! (I was horrified!!). There was leaking in the bathroom that spread to the kitchen and caused the ceiling to crumble. When me and my roommates moved in they said that none of the problems we had would be fixed because the landlord wasn't going to do that...Let's just say that they changed their tune when Code Enforcement was called. Even the authorities pointed out the landlord is generally not good at keeping his placing in adequate conditions...wish I had known that before.
They were reluctant to turn the heat on when the time got cold and the windows and doors had terrible drafts. When we complained they put up a thick plastic over the windows which made it feel like we were living in a cave...
There are many more problems with the accommodations they offer and to top it off they have extremely poor customer service and a big attitude problem. Firstly, they end the lease on May 23 and make you pay for the whole both. The reason they give is that no one will be renting the place until the first of the next month. It's not like we wanted to move out early, they said the lease had to end on May 23, 2011 and yet they still charged us for a full month.
Additionally they were always quick to tell us that no one else seems to have a problem or that is just how they have done things for years...Imagine if the legislators said that!
Doing Business with Sall Associalates has been a horrible experience. I would definitely encourage students not to use them!

I fixed extensive plaster water damage in the bathroom. I repainted this and another entire room (second was unlivablely smelly and smoky). Replaced lock on the rear exit to the apartment, none existed when I moved in. Entire 12-apartment building was on the same thermostat--at 78 degrees!
Our fridge totally quit; I called SALLs immediately. Their appliance guy was great, there within hours. To their credit, they decided to straight-out replace it, instead of fooling with spot-treatment fixes. BUT they said they’d meet me and Olum’s the next day at the apartment. I skipped class for nothing and burned 11 hours of my time. SALLs guys no-showed. Only by calling Olums delivery department directly did I have any idea of what to expect. We lost over $70 worth of food as a result of SALL’s disorganization and inability to follow through.
Whenever I talked with them it was ALWAYS: "You know, we have over 400 apartments. You're not our only apartment." Huh. Guess what, to me (with a reasonable amount of understanding) I AM their only apartment. Get more staff or divest some places, simple, since you obviously can’t keep up with your sh*t.
BEWARE: Their leases end on the 25th of the last month. Unless you have another flexible place to move into then, where are you going to go until the 31st/1st? NOTE: Took 3 MONTHS and a week for them to return my deposit! I got: "You know, we have over 400 apartments" and "We lost your file" and "My hands are tied." Worse is that we left the place clean, in turnkey, move-in shape, with many improvements.
Maximize profit (Millionaire); minimize the amount of maintenance and service (Slumlord) to renter-clients.
Fantastic water pressure; unlimited hot water. Free heat, nice if you like it 78 and cold as h*ll when they turn off the heat before it's legal to do so by City ordinance. You get what you pay for—and pay for what you get. Stay FAR away.
